When a server is restarted while ender pearl has been thrown and is still in air, ender pearl still exists as an entity, but when hits ground it doesn't teleport anybody.

Reproducing:

1. Throw an ender pearl or use bubbles.
2. Save and stop server.
3. Start it again.
4. Let ender pearl hit something, it disappears with no effects.
