Catching a fish in a bucket and then rename it in the anvil, will rename the fish after we put him again in water

Steps to Reproduce:
1. Catch a fish with a bucket of water
2. Put the bucket with the fish in the first anvil slot
3. Rename the bucket with the fish for something
4. Put the fish in the water again, and the fish will have its name changed without a nametag

I tested and this bug its working since 1.13, the aquatic update who introduced the bucket with fish
