I used a command block to give myself water breathing. I clicked the button and it didn't appear in the top right. I was in survival mode, and when I went into my inventory the icon was there, just not out of my inventory. I did still have the effect, though. The command I used was: /effect give @p minecraft:water_breathing 999999 99 true. Probably because hideparticles was on true.
