When I create a new singleplayer creative world with cheats, and try to make it day, it's still night. In fact, creative worlds seem to be stuck at permanent night - when time is supposed to go from 21999 to 22000, it wraps around to 14xxx, and any attempt to set the time to anything below 14xxx or above 21999, also causes time to be 14xxx. I see day without issues on survival worlds.
