My most favorite biome in Minecraft is Snowy_tundra, and its pretty annoying that there's those "holes" in snow layers that cant generate because of grass above, I could manually remove them and eventually they get filled by snowfall, but its tiring and boring.

What I expected to happen was...:
Snow layers generate inside the grass or no grass on the biome.

What actually happened was...:
Grass generate inside the snow layer, removing it entirely and blocking snow layers from forming in snowfall

Steps to Reproduce:
1. Generate any seed with snow biome, or create a custom single biome of any category of snow biome (Snowy_taiga, Snowy_taiga_hills, Snowy_tundra etc...)
