Occasionally, certain parts of the world will not have rain. The screenshots provided are inside a flower forest biome, wherein there are no raindrops yet there are particles on the ground indicating rain. In other parts of the flower forest, there is rain, but in certain spots there is simply none.

This may be the result of a world building variable like humidity crossing a threshold to remove rain, but the biome value causes particles to show up regardless.
