Client not sending proper resourcepack status

      I was running a Paper server, and used an event to see the status of a resourcepack I sent to the client. I contacted Paper support, and they said that the client must not be sending a proper packet of the status of the resourcepack if it was successfully downloaded or not. For example, the client should send 0 or 2 for whether the resourcepack was successfully downloaded or not (according to here: https://wiki.vg/Protocol#Resource_Pack_Status), but the server doesn't seem to be getting these packets. In fact, I only seem to be getting a successful or decline response, but never the others.

      Is this a client issue perhaps? For example, when I get the following:

      It says SUCCESFUL (which is true because I accepted the resourcepack). But nowhere can I find that it failed the download.
