Snow levels in various biomes are higher than before

      I have noticed that in many biomes, the snow levels are higher than in previous versions (1.17.1 and before). I looked at Mojang announcements and patch notes, but I couldn't find anything related to raising the altitude of snowfall, so I assumed it was unintentional.

      To reproduce:

      1. Create a default world with the seed "-1210834265145960263"
      2. Enter spectator mode
      3. Run "/weather rain"
      4. Run "/teleport @s 1880 160 -2850"
      5. The area is a taiga biome, so snow should turn to rain at around y=120. However, the snow is turning into rain at around y=160 instead.

      There are no other biomes above or below this block, so there aren't any biomes interfering with precipitation.

      This also occurs with other biomes, too. For example, snow turned to rain at around y=95 in windswept hills before 1.18, but now snow turns to rain above y=100 in windswept hills.
