The player_head object can be obtained with commands such as /give @s minecraft:player_head and referenced with commands such as /execute if block ~ ~ ~ minecraft:player_head. However, when you run /data get block ~ ~ ~ on a player_head block, it still has the NBT id tag of its predecessor, minecraft:skull.
