Now, this is almost the exact same issues that Jonathan B. , and Selicre had. (MC-165087 & MC-122421 ) BUT their problem was happening on Linux. I'm having this issue on Windows 10 (Java edition). Their fix had something to do with Linux's library path and a glfw ( ? ) patch. I'm not super tech savvy in this stuff, so i have no idea if there is an equivalent patch or a similar fix on Windows 10.
Other than that, i have tried everything from redownloading my drivers, resetting Minecraft to it's default controls, ect.
I haven't tested it on versions under 1.18.2, since that's the version i have my worlds on. But it definitely is still happening on the latest 22w16b snapshot. Adding performance mods and fixes like Optifine doesn't seem to affect it.
Nothing i seemed to do fixed the issue.
I also can't find anyone talking about this on Windows, aka. I can't find any fixes for my problem. The only potential workaround i could think of is if you can somehow force Windows to always repeat keys your holding down when holding shift. But i'm guessing you can't because that's what the open-sourced Linux is for.
I'm just going to paste Jonathan B.'s issue description, since i don't think i could phrase it any better. (This is not a duplicate issue!)

When I try to sprint and walk simultaneously (By pressing W and Shift at the same time while standing), the player sometimes just doesn't move at all. After 1-2 Seconds the player then runs forward, if both buttons are still pressed.
What I expected to happen was...:
If standing and then pressing W + Shift, the player should instantly run forward.
What actually happened was...:
But instead the player sometimes just don't move at all and stays at his position for a few seconds before then running forward.
Steps to Reproduce:
1. Stand where you are.
2. It seems like it would happen more frequently when you recently have opened a Gui, so open and close your inventory.
3. Press and hold Shift + W simultaneous, like you would do with a key combination.
4. Sometimes you won't move and instead stay at your position until a few seconds are gone.
