Scenario:
ilmango nether roof ghast farm using wither roses, and light levels 9+ using sea lanterns to light the place up, see screenshots..

since 1.19, we're now getting skeletons spawning in light level 9+

has something changed? i though skeletons were meant to spawn in light level 0, and ghasts can spawn in any light level.

The farm was working wonderfully in 1.18.2, now we're getting skeleton spawns
