When I use for example /give @p minecraft:player_head{SkullOwner:"MHF_Herobrine"} the head either displays Steve or Alex's head texture instead of the actual head.
Expected behaviour : when I use that command i have mentioned above, it should display Herobrine's head (MHF_Herobrine) or Zombie Pigman head (MHF_PigZombie).
Edit : When using /give @p minecraft:player_head{SkullOwner:{Id:[I;-988496270,927683965,-1114640002,-1214570392],Properties:{textures:[
{Value:"e3RleHR1cmVzOntTS0lOOnt1cmw6Imh0dHA6Ly90ZXh0dXJlcy5taW5lY3JhZnQubmV0L3RleHR1cmUvMzQyNTcwZjA0Y2UyZTdiMzNiMmM5NGU3NDhkYTg5OWViMGJlMWI0YmZjODVmYmY4NjAwYzUzMWYxZjI5YmFjNCJ9fX0="}]}},display:{Lore:["
{\"text\":\"https://namemc.com/skin/eae806baadd3d9e3\"}"]}} it worked successfully and the head displayed. This is because the system doesn't probably recognise the SkullOwner tag with the player name.
