I can reproduce in 1.19.2. Here are the commands:

 ```
/setblock ~0 ~0 ~3 bell[attachment=double_wall,facing=east]
/setblock ~1 ~0 ~3 minecraft:stone_stairs[facing=west]
/setblock ~-1 ~0 ~3 minecraft:stone_stairs[facing=east]
```

It seems to be important that the surrounding blocks are stairs. And that this is done with commands.
