Some friends of mine have been running a server for a while now, started on version Vanilla 1.19, then updated to Spigot 1.19.2.

When updated to Spigot 1.19.2, weapon and tool damage has reduced dramatically, a stone sword will take about 10-12 hits to kill a pig, and when trying to do a crit blow, it's impossible, it just doesn't exist. Bows completely unaffected, their damage is coded normally.

When tested on a player, a fully enchanted netherite axe dealt half a heart of damage to a completely unarmoured player. 

Fall damage still kills mobs as usual so it's definitely a tool damage issue. Any ideas?
