Steps to Reproduce:

Step 1: Summon a piglin brute.
Step 2: Hurt it until it have low health.
Step 3: Summon a charged creeper, then use flint and steel on it near the piglin brute.

Observed Results:
Nothing drops.

Expected Results:
Piglin head will drop.
