this only happens on the creative (singleplayer) inventory as far as I have tested. does not occur on survival or survival servers.

When you hover your cursor over an inventory slot or creative menu tab: it causes the background of the entire screen to tint while the cursor is on that slot, then goes back to normal when no longer hovering on any slots or tab icons.
