If you create a Minecraft server in 23w04a-23w06a and enable the initial update_1_20 datapack, camels spawn, chiseled bookshelves can be crafted, etc. However, even though they are in the creative inventory, smithing templates do not spawn naturally in any chests or from killing elder guardians. This makes it impossible to upgrade to netherite/customize your armor in survival on a server.
