Steps to Reproduce:
1) Create a new normal world and break 3 blocks below you so that you are in a hole
2) Run /fill ~ ~2 ~ ~ ~2 ~ end_portal
3) Give yourself a Totem of Undying
4) Run /tp @s ~ ~1000 ~
5) You use the totem and are under the end portal
