What I expected to happen was...:
I was mining the 0,1 block on the seed 8003843, at level y=-52. I broke the block (deepslate ) but for some reason instead of mining the block so I could collect it, the block regenerated. I mined it over one hundred times but the same exact problem occurred every single time. I also tested mining some blocks in the surrounding area and they had the same problem. I tested placing blocks nearby and they didn't place, but the count of that item on my inventory decreased as if it had placed correctly. I tried some blocks just a few blocks farther from where I first found the problem and some (not all) mined properly. I was on a server with the Fabric modification and Xaero's map and minimap, and a chunk claiming mod that went with that as well. It's important to note that, although the chunk claiming mod was in place, the chunk was not claimed by anyone. I claimed it and forceloaded the chunk but the problem persisted. I did an Internet speed test and found my download speed was 3.7 Mbps and my upload speed was 4.3 Mbps. I decided to call it a day and try again the next day.
I tried again today after connecting to better WiFi and tested my download/upload speeds again. They had risen to 113.2 Mbps download and 11.3 Mbps upload. I tried the exact same thing as before, and the problem persisted. I unclaimed the affected chunk, and the problem persisted. I claimed the chunk again and the problem persisted. I forceloaded the chunk but the problem persisted then as well. It's important to note this problem did not exist when the world was on a Realm and did not exist when I tested a normal world with the same seed.
Additionally, with blocks that have been partially mined, such as cobblestone, it will retain the partially mined texture until interacted with again, or until the player moves too far away. This is a problem I have seen with all 1.19.4 worlds, regardless of mods.
I do not know how to re-create this issue but I had it happen on Fabric Launcher for 1.19.4 with the following mods (if a link is not provided it should be easily searchable):
