What I expected to happen was...:
If I click the item frame while shift clicking with an iron nugget, it would add a nail so it doesn't break when the block it is on moves.

What actually happened was...:
Iron nugget didn't nail the item frame to the block its on and when block moved with item frame on it, it breaks the frame.

Steps to Reproduce:
1. Get a piston and place it horizontally so when it extend it DOES NOT go up. 
2. Add a block like stone infront of it with an item frame on it.
3. Power the piston.
4. Item frame breaks.
