Breeze mobs can push armor stands around with their wind charge attack even when mobGriefing is disabled.

Spawn a breeze
Place down an amor stand near the player (remain near it)
Allow the breeze to attack the floor near you
→ The armor stand is moved.
Repeat steps 1-3, now with mobGriefing disabled
