While trying to update the loot table for Jungle Leaves to include another item, I noticed that (despite several reloads), it refused to properly update.

I ran a few tests by moving the order of the data packs (mine and the default vanilla one) and even disabling the vanilla one outright, and the issue persisted. I'm hoping I've just done something incorrectly, but all the files seem to be in the right place. Other default loot tables also don't update.

Something to note is that, after disabling the vanilla pack, I tried to use the same loot table while under my namespace. It worked fine then, so it's specifically the minecraft namespace causing the issue.
I haven't tried relaunching the game, but I doubt that will help as the game only reloads the data packs when /reload is run, or when a pack is enabled/disabled.
