What I expected to happen was...:
Farmer villagers to harvest/replant crops or to pick up food I dropped for them

What actually happened was...:
Villagers are not picking up crops, not harvesting crops. I checked using /track villager breeding and villager inventory states 0 (zero)

Steps to Reproduce:
1. Observing Farmer villagers not harvesting fully grown crops
2. Dropped stacks of bread, carrots, potatoes, beetroot for the villagers to pick up but they didn't
3. Opened command /track villager breeding to check villager inventory status and it is set to zero, indicating villager inventory empty.
