In 1.21 bad omen effects can be applied to foxes without cheat mode enabled by feeding them ominous bottles, but a fox with the effect is unable to turn the effect into raid omen or cause a raid in the range of a village. Moreover, it's tested in creative mode that all the other entities besides foxes are unable to cause raids.
Steps to Reproduce:
- Throw an ominous bottle to a fox in a village
- Wait for the fox to eat it and acquire the bad omen effect
- More than 30 seconds passed and no raid spawned
- Use the command '/effect clear @e[type=fox] minecraft:bad_omen' to find that the bad omen effect is still on the fox without transforming into raid omen
Observed Behavior:
Other entities cannot cause raids.

Other entities can cause raids.
