Villagers Jump Fence Next to Gardens

What actually happened was...:
Villagers get stuck in fenced in area because fence is next to garden.
Steps to Reproduce:
1. Seed 6407707231971289126
2. x:-224, z:-348
3. Watch villagers jump into fenced in area and get stuck if gate is closed which default, it is.
