DUPLICATE OF MC-263065, I DON'T KNOW HOW TO REMOVE THIS ISSUE

What I expected to happen was music disk playing:
The music disk is playing, but I don't hear it until I get closer

What actually happened was Jukebox emmiting particles, but no sound:When I came back to the jukebox, particles were emmiting, but no sounds were coming out

      Steps to Reproduce:
      1. Place a Jukebox and a hopper facing into it
      2. Lock the hopper using a 64+ blocks redstone line
      3. While standing out of the 64 blocks area, unlock the hopper, so the jukebox will be playing the music disk
      4. Come back to the jukebox

Note: As other Bug Reports suggest, works also when rejoining the game, changing dimensions; parrots will dance and allays duplicate

Also applies if a command block with /playsound tries to play a long sound, but no players are in that area, so even if they come back, nothing plays.
