I don't have the 15-year-old cape

What I expected to happen was....:
I expected to get the 15 year cape on July 8 because of the other 15 year capes.

What actually happened was....:
I bought minecraft after claiming the 15 year old cape and well obviously they didn't give it to me and I would like to know what I have to do to have it in java since in minecraft bedrock I do have it.
and I'm not sure if I should report it here I would appreciate your help.

Steps to reproduce:
1. Claim the 15 year old cape.
2. Buy minecraft
