Minecarts that shakes and does not move forward on its propulsion rails

      When the minecart is placed on an activated propulsion rail, it shakes and is not propelled. When you climb into the minecart and pass over the propulsion rails, you can sometimes go through.

          Isn't that the intended behavior? Powered activator rails will throw players off the minecart. Do you want powered rails instead? I do not understand the bug here.
