      Steps to reproduce:

      1. Get into a minecart or get a mob into it
      2. Push/drive the minecart off of a cliff

      Observed result:
      The entity riding the minecart receives fall damage and may die.

      Expected result:
      The entity riding the minecart does not receive fall damage.
