when using /give, you can specify additional NBT data, including attributes. The minecraft:player.block_break_speed attribute cannot be specified, and is ignored if you forcefully apply it (like by using /data merge on an armor stand.) This is unintentional, as other similar attributes such as minecraft:player.submerged_mining_speed are respected.
