Not to be confused with MC-278290 or MC-278028.

When the player is using any item underwater, be it a bow or a trident, etc. They can't start swimming while the item is in use, despite being able to remain in the swimming state while using items (see MC-278290).

How to reproduce

1. Go underwater.
2. Start using a bow or a trident.
3. Try to enter swimming mode while using the item.

Expected result
The player would be able to enter swimming mode while using the item.

Observed result
The player stays standing while using item, and only enters swimming mode after use.
