      The Bug:

      Using bone meal in the respective biomes doesn't generate bushes.

      In other words, bushes can never be generated from bone meal.

      Steps to Reproduce:

      1. Enter a plains biome and obtain some bone meal.
      2. Apply bone meal to the ground several times and observe if bushes are ever generated.

      Observed Behavior:

      Bushes don't generate.

      Expected Behavior:

      Bushes would generate.
