The Bug:

Cactus flowers cannot be held by endermen.

Despite being a flower, cactus flowers cannot be held by endermen. This is inconsistent with other flowers. The "#minecraft:enderman_holdable" tag could be added to cactus flowers to fix this issue.

Steps to Reproduce:

1. Place down a cactus flower and open the F3 debug screen.
2. Observe if the cactus flower has the "#minecraft:enderman_holdable" tag.

Observed Behavior:

Cactus flowers cannot be held by endermen.

Expected Behavior:

Cactus flowers would be able to be held by endermen.
