The world border produces graphical glitches when moving near it

      The Bug

      When moving near the world border, certain rendering issues occur with the border. For example, moving away or towards the world border while it is visible makes it appear to move with the player in a jittery fashion. The border is also not rendered when next to it.

      Steps to Reproduce

      1. Teleport to the world border:
        /tp @s 29999980 100 0
      2. With the world border in view, move backward/forward. Note how the border moves with the player but then resets in a loop.
      3. Go close to the border, and note how it disappears when close to it.

      Observed Results

      Moving forward or backward with the world border in view causes it to appear to move with the player, but then resetting back and doing this in a loop.

      Also, when next to the border, it disappears entirely.

      Expected Results

      Like in previous versions, the border would not appear jittery when the player moves, and would remain visible when the player is next to it.
