Some blocks, such as dead bushes, short grass, and those shown in the image attached, cannot be obtained by hand or with Silk Touch. This makes shears the only tool capable of collecting them. However, shears do not lose durability when used on these blocks, which seems inconsistent—since the only tool required to obtain them is effectively unbreakable.

Additionally, this behavior did not exist in previous versions.
