When I gave myself a Sharpness VII enchanted book and applied it with a diamond sword, it gave a Sharpness V diamond sword and not sharpness 7.

Steps to Reproduce:

1. Give yourself an enchanted book beyond maximum survival enchant level (ex: Mending 2, Unbreaking 4, Bane of Arthropods 8, Lure 9, Loyalty 5) Use this sample: /give @s enchanted_book[stored_enchantments:\{sharpness:7}]
2. Grab an item compatible with that enchant (ex: Sharpness-Any sword, Lure-Fishing Rod, Power-Bow)
3. Combine the item in the first slot and the enchanted book in the second slot

Expected result:

The item will be given the custom enchantment

Observed result:

The item sets its enchantment to the maximum survival enchant limit

(ex: Sharpness 7 to Sharpness 5, Loyalty 5 to Loyalty 3, Knockback 6 to Knockback 2)
