When a player has their multilayer chat settings set to commands only (this is done by accident a lot), they tend to think that they've been muted by server staff (via Bukkit plugin). This can be fixed by either replacing the message with "Chat settings set to commands only." or "Chat has been disabled. Would you like to enable it? Yes No" and use the new chat functionality.
