When playing normally, it seems the texture colors, and the way they load in seems to glitch based on your FPS (frames per second). When doing a trial and error, it seems the higher you set your FPS, the worse it becomes. When setting your FPS to lock at 30, it takes away most of the loading glitches, but still has a few every so often. Then when setting it to 60-120, parts of the chunks begins to move around at a fast rate. Then setting it any higher will make the world flash on and off.
