mining fatigue 3 does not work on some windows 8.1 computers (elder guardian)

      when i go to an ocean temple, about 20% of the time, i get mining fatigue 0, 2, or 4. it is unmodded, no resource packs, and it makes it easy to get gold which i do not like.
