Basically, sign behavior is acting differently and has not been listed as a change or bug from what I have seen

*In my survival world, I attempted to place a sign on another sign.
usually, the sign would place on the sign like it were a block
But the sign simply did not place.
I tried every side of the sign and nothing worked, except for the flat face of the sign, the sides would mot work, nor the top

Steps to Reproduce:
1. Put a sign down, anywhere
2. Attempt to place another sign on the first (On any side other than the front face)
