Unable to use ~ in Motion or Rotation

      I am not able to use ~ in

      {Rotation:[~,~]}

      or in

      {Motion:[~,~,~]}

      sample command:
      /summon Cow ~ ~ ~

      {Rotation:[~,~],Motion:[~,~,~]}

      The Cow will summon, but not with my current rotation or motion.

      Not sure if a bug, or missing feature.
