Hearts don't play health loss animation when damage doesn't reduce half hearts

      For example, if you have feather falling IV boots and you fall from a 4 block height. The hearts don't have a white outline blink effect. You don't take any damage because of the armor but in the hearts it is suppose to make the outline. In 1.7.10 it will make the white outline.
