The bug

When mining a block in Survival Mode and then quickly use (right click default) a tool or a consumable, such as a shield, bow, food, milk, or any drinkable potion while the breaking cracks still show, it can cause the breaking cracks to freeze. You probably need to repeat a couple of times to reproduce.

To reproduce

Equip for example a shield.

/give @p minecraft:shield
```
```
/gamemode survival
```
Start mining a block.
Stop mining and quickly block with the shield (right click default).
Repeat steps 3 and 4 until reproduction succeeds.

it also happens if you block with the shield, then hold down left click and then let go of right click

and you can continue breaking the block if you repeat the steps

If you jump to reach a block well holding left click then when you fall back down you'll get a static breaking animation as well, at least sometimes.
