Arrows not tipped do not fire, in creative and survival

When I fire an arrow it makes the sound but does not spawn the entity
The arrow should of been fired, but it comes back if i put it into my other hand

Steps to Reproduce
1. Take a bow
2. grab an arrow and a pal
3. try and shoot your pal
