When you shoot a Special Arrow at a Mob and it makes contact it should make the effect active on that mob.

You Shoot a Mob with a Poison arrow

No Effect to the hit mob occured

Spawn/Find Mob
Shoot Special Arrow at Mob
Hit Mob
