Spectral Arrows won't outline mobs, when I shoot a mob.

      When I shoot a mob with the Spectral Arrow in a default Flatworld the mob will not be outlined behind blocks or when I'm looking at him. I tried putting the Spectral Arrow in my inventory, hotbar, and off-hand.
