Arrows cannnot be effected glowing

      When have a shot SpectralArrow (or any other arrow) and try 

      /effect @e[type=SpectralArrow] glowing

      it's not affected.
      Even if you try 

      /effect @e glowing

      it is unaffected.
      This might be working as intended though.
