Changing the mipmap levels under video settings will stop minecart driving sounds while nearby or riding in them.

What I expected to happen was...
The minecart sounds keep playing after changing mitmap levels.

What actually happened was...:
The sound stopped playing.

Steps to Reproduce:
1. Sit in, or stand near a moving minecart and change the mipmap levels.
2. If you notice, the sound will stop playing.
