When you throw bobber straight up and wait until bobber come back, the bobber will follow you, which means that the bobber you threw can be hooked on yourself. One more weird thing is that the hitbox of the bobber stuck on yourself is floating over you. I think bobber should not be hooked on player who threw it or at least, the hitbox should be correct.
