When I "Spam" with tools like swords, axes,... I doing total attack damage

What I expected to happen was...:
When spamming with tools/weapons with cooldown I shouldn't do total damage but 0 or 1 attack damage.

What actually happened was...:
When spamming with tools/weapons with cooldown I do total damage that tool should do (for example 7 attack damage sword do always 7 or little less attack damage while spamming).

Steps to Reproduce:
1. Take tool/weapon from creative gui menu (or crafted in survival)
2. Attack without spamming Kills Villager (in 3 hits with diamond sword)
3. Attack with spamming Kills Villager (in 3 to 5 hits with diamond sword)
